Executive Summary: The Office du Niger (O.N.) was created in 1932 at the delta of the Niger river, in Mali. It is one of the most important irrigation schemes in Africa, irrigating 60 000 has. entirely through gravity. Originally it was estimated that it would reach 1 million has, but only 5% of that goal has been achieved. In spite of its importance and potential, the O.N. nearly went bankrupt in the late 70?s. This led to very low rice yields (1 to1.5 t/ha) and abandoning irrigated cotton production. Restructuring of the O.N. in a rapidly changing international environment ? which included the liberalisation and devaluation of the CFA franc - has led to an impressive revitalisation of the scheme. It now ensures a yearly output of about 320 000 t. of rice with average yields of 5.3 t/ha. As yields and welfare increase, the area attracts migrants - mostly from North Mali and its population has more than doubled over the last 15 years, reaching nearly 250 000.
